1. Go to
File > New and choose a size for your new banner. For Ebay you will need a 310x90 size image.
2.) You need to choose your colors and images for the banner.
If you have a store you may want to start off by taking a screen shot of your store and open it up in PSP.
Go to your store.
On your keyboard go to the key that says "print screen" and click on it.
Go to PSP and right click in the empty space and "open as a new image."
Since I don't need one for my store I'll make one for my tut site.
Here is mine
Postition your new image next to your screen shot and then open up your color palette and hover
your eye dropper over the screen shot until you get the desired color. (Refer to my tools tutorials if you are unfamiliar
w/any of the tools.)

Now go to your bucket fill tool and fill your new image with the color you just chose.
4.) Now go to
Selections > Select All > Modify > Contract > Contract by 3 > Selections > Invert.
You should see something like this:
Now go to your color palette and choose a darker color for your border. Choose your bucket fill tool and fill in your border between the "marching ants".
Once you are done go to
Selections > Select None.
Before choosing select none you may want to add an inner bevel or other effect to your border.
With mine I went to Adjust > Add Noise and then to
Adjust > Sharpness > Sharpen.
